What it is
A trainee licence is a controlled development route with conditions, mentoring and limits. Its purpose is to let a candidate gain practical experience under supervision during the qualifying period.
What it is not
It is not full ADI registration. Only a person entered on the RSA register of Approved Driving Instructors may provide paid driving instruction as an ADI. A trainee licence does not put you on that register and should never be presented to a learner, a school or an insurer as though it does.
This is not a technicality. Misrepresenting a trainee licence as registration is the same category of error as treating course attendance as authority to instruct, or assuming registration in one vehicle category automatically covers every category. Each of those is a specific thing the scheme exists to prevent, and each of them shows up in Stage 1 questions for exactly that reason.
Conditions, mentoring and limits
The three words in the description each carry weight:
- Conditions — the licence is granted on terms, and those terms bind what you may do.
- Mentoring — the experience is supervised, not independent. Supervision is the point of the arrangement, not an administrative overhead attached to it.
- Limits — it is bounded, including in time. It belongs to the qualifying period.
The exact terms are set by the RSA and are stated in the current guidance and in the Driving Instructor’s Handbook. Confirm them directly rather than relying on a summary — including this one.
How it fits the two-year window
All three qualifying stages must be completed within two years of passing Stage 1. A trainee licence does not extend that window. If you take one, treat it as time to get better at the thing Stage 3 assesses — planning from evidence, analysing faults in observable terms, evaluating honestly — rather than as a pause in the qualification.
Is it worth taking?
Supervised experience with real learners is the most direct preparation there is for Stage 3, and it is hard to simulate. The trap is administrative rather than educational: taking the licence, getting busy, and letting the two-year window run down while gaining experience you could have gained alongside a scheduled Stage 3 attempt. Book the stage, then use the licence to prepare for it.

Frequently asked questions
Can I charge for lessons on an ADI trainee licence?
A trainee licence is a controlled development route with conditions, mentoring and limits, and it is not full ADI registration. Only a person on the RSA register may provide paid driving instruction as an ADI. Confirm exactly what your licence permits with the RSA rather than assuming.
Does a trainee licence extend the two-year ADI window?
No. All three stages must still be completed within two years of passing Stage 1.
